Anti-dumping: imports of welded steel mesh and steel shelving made subject to registration— 11/09/2026

Two Commission implementing regulations of 10 September 2026 make subject to registration imports of welded steel mesh originating in China and Türkiye (Regulation 2026/2022) and of bolted and boltless steel shelves originating in China (Regulation 2026/2023). Registration does not impose a duty, but it opens the possibility of anti-dumping duties being levied retroactively should definitive measures be adopted at the close of the investigations. Operators clearing these products during the registration period therefore carry a deferred financial exposure. Read more

EU handling fee: adoption expected on 21 September, application from 1 November 2026— 07/09/2026

The European Commission has transmitted to the Member States the draft delegated act and draft implementing act establishing the EU handling fee on low-value consignments. These texts, currently under negotiation, are expected to be adopted on 21 September 2026 for entry into force on 1 November 2026. On the declaration side, the corresponding DELTA H7 release will remove the possibility of using additional procedure code F53 for CO-type consignments, which will all have to be cleared under code F15. The same source announces entry into force of the new Union Customs Code on 19 September 2026; at the time of writing, the regulation had not yet been published in the Official Journal of the European Union. The General Administration of Customs and Excise has published an updated implementation timetable for the Multi-Annual Strategic Plan (MASP), covering the AES, IDMS and CCI applications as well as the PN/TS building blocks. DELTA X Import decommissioned and export followed by transit deployed on 15 September— 07/09/2026

The French customs IMPORT-EXPORT newsletter announces that filing of invalidation and amendment requests in DELTA X Import closes on 15 September 2026, the date of full decommissioning of the online service: requests benefiting from a three-year deadline must thereafter be filed on paper forms DI2D or DR2D. The same date marks the deployment of export followed by transit, a simplification allowing goods intended for export to move under the transit procedure to the transit destination without exit formalities. In addition, the interconnection between DELTA IE Export and GAMMA2 requires document code C651 for the automatic discharge of e-ADs, with code 2003 tolerated until 31 October 2026. Read more

Also of note: delivery of releases V2.10 of DELTA I and DELTA E (08/09) and V1.1.1 of SDS (15/09), with DELTA E V2.11 scheduled for 29 September; the automatic catch-up of unclosed French MRNs handled by the CCS is expected to be completed by the end of September; publication of the main foreign trade figures for July 2026 (08/09).

Netherlands

Maritime temporary storage declaration: deadline postponed to 16 November 2026— 11/09/2026

Dutch Customs are postponing the migration to the new temporary storage declaration (ATO) for the maritime process from 30 September to 16 November 2026 at 12:00. After that deadline, only ATOs complying with the new Message Implementation Guidelines (MIG01N) will be accepted, with filing continuing via the Single Window. Operators whose ATO is filed by Portbase should check without delay that their system has been adapted, failing which they will no longer be able to file ATOs from 16 November. Read more

Also of note: extension of the Digital File (Digitaal Dossier) to declarations filed through the Customs e-commerce system DECO from 19 September 2026 (10/09).

Luxembourg

No significant developments this week.

Key takeaways this week

  • 15 September deadline in France: beyond that date, invalidation and amendment requests relating to DELTA X Import fall back on paper forms, with longer processing times.
  • Union Customs Code reform: entry into force is announced for 19 September 2026, but the regulation had not yet been published in the Official Journal at the time of writing. It is that publication which will open the phase in which the trust and check arrangements and their interface with the existing AEO status are defined.
  • Low-value consignments: the EU handling fee will apply from 1 November 2026; H7 flows and the switch from additional procedure code F53 to F15 for CO-type consignments should be prepared now.
  • Maritime temporary storage in the Netherlands: the postponement to 16 November 2026 gives two and a half months of margin, but the deadline is a hard stop for any maritime declarant that has not migrated to MIG01N.
  • Trade defence measures: registration of imports of welded steel mesh and steel shelving exposes the importers concerned to retroactive levying of anti-dumping duties; the point deserves to be addressed in current purchase contracts.
  • Belgian declaration systems: the updated MASP timetable should be checked against internal migration plans for IDMS, AES, CCI and PN/TS.
