LAGP – Approved Place for the Presentation of Goods: what changes in 2026

New location codes: the LACD becomes the LAGP

Belgian customs has overhauled the way places of presentation are managed, as part of the migration of authorisations to the new applications. The authorisation formerly known as the approved place of loading and unloading (LACD) is now the Approved Place for the Presentation of Goods — LAGP, applied for through MyMinfin (KIS-SIC). The LAC, which covered loading only, no longer exists: the LAGP covers loading and unloading alike.

Three changes matter in practice.

A single location code replaces the two that the old LACD authorisations carried — the PLDA code and the AL code used in NCTS. The new code is a type C code built on the UN/LOCODE, and it is valid across PLDA, IDMS, NCTS under the normal procedure, and AES.

Type B codes are no longer places of presentation. This is the trap. If your customs warehousing or inward processing authorisation carries a type B code, that code can no longer be used to present goods in a declaration. You need a second authorisation carrying a type C code: an approved place of loading and unloading, a temporary storage area, or entry in the declarant’s records.

Consistency checks are coming. The declaration systems will verify that the code entered matches the authorisation invoked, and the old codes will be switched off progressively once authorisations have been updated.
